JANUARY 1998- MARCH 1999; RUBBERMAID INC., SENIOR VICE PRESIDENT FOR PROCUREMENT AND GENERAL MANAGER, RUBBERMAID PROCUREMENT SERVICES :
  • Oversaw the establishment and operation on Rubbermaid Procurement Services division-a shared services activity that centrally sources, negotiates and procures over $1.4 billion in materials and services for the Rubbermaid Corporation. Established in January 1998 by the Rubbermaid Board of Directors, this 61-person organization executes the Corporation's global procurement programs. They have documented savings in excess of $115 million in the first eleven months through supplier rationalization, volume leveraging, global sourcing, and superior negotiations. Established operating tem in Europe and first-ever trading company relationship in the Far East to maximize global clout. Responsible for broad
    spectrum of materials and services ranging from raw materials like plastic resins
    and corrugated containers to utilities and freight. Serves as member of the
    corporate executive Council. Position and responsibilities recently expanded to incorporate key commodities in support of operating divisions from new merger partner, Newell.
  • Established comprehensive freight rationalization programs for both domestic truck and rail programs and over-ocean container programs. Developed comprehensive energy programs to maximize scale and leverage on-going deregulation programs
    at more than 30manufacturing plants and distribution centers.
  • Built a team of procurement experts and developed precedent shattering procurement instruments to dampen pricing and maximize opportunity for key commodities. Reported to the Chief Operating Officer.
MAY 1996-JANUARY 1998; RUBBERMAID INCORPORATED, VICE PRESIDENT, PROCUREMENT AND LOGISTICS:
  • Oversaw the Corporate-wide procurement and logistics policies and programs for
    a $2.5 billion consumer products company. Chaired several corporation-wide
    councils for purchasing key commodities, freight and facility management and operating policies. Identified inherent inefficiencies and sub optimization of organizational structure that shattered under performing purchasing paradigm and
    led to the phased creation of the Rubbermaid Procurement Services organization. Reduced costs for commodity resins- the basic raw material for plastics-more than $35 million through innovative contracting, leverage of scale and supplier ration. Established first-ever corporate-wide contracts for travel, services, and fleet
    vehicles. Reported to Senior Vice President for Corporate Operations.
JANUARY 1994-MAY 1996; UNITED STATES ARMY MATERIAL COMMAND, COMMANDING GENERAL (CEO EQUIVALENT)
  • Senior Logistician in the United States Army. Proven performer as the army's top executive for logistics and acquisition programs. Oversaw daily operations for an organization of more than 70,000 people at 255 worldwide facilities. Reengineered and streamlined the Army's acquisitions programs through process improvement
    and process change. Reduced acquisition lead-times 41% and inventories by more than $4 billion. Oversaw the operational supply, maintenance and distribution programs for the Army. I also developed and implemented plans to reduce more
    than 20,000 spaces in response to changing missions and financial realties.
    Responsible for maintaining daily continuity of operations while flexibly responding
    to a wide range of crisis situations including deployment in Bosnia, Middle Eastern terrorist bombings and humanitarian missions in Haiti and Africa. Retired with rank
    of 4 Star General in May 1996. Worked extensively with congressional members
    and national media. Reported to the Chief of Staff, U.S. Army and the Secretary of the Army.
JANUARY 1992-JANUARY 1994; HEADQUARTERS UNITED STATES ARMY, DEPUTY CHIEF OF STAFF FOR LOGISTICS (SENIOR VICE PRESIDENT FOR LOGISTICS EQUIVALENT)
  • Oversaw the development, implementation and enforcement of Army logistics
    policy, doctrine, and systems architecture. Developed logistic programs and
    redesign for the 21st Century, revamped logistics policies and programs in
    response to the end of the Cold War and the revised focus on "Third World" programs, and developed and managed integrated logistics support programs in support of Army and Defense acquisition programs. Worked extensively with congressional committees and national media. Reported to the Vice Chief of Staff, U.S. Army and the Assistant Secretary of the Army for Installations and Logistics.
QUALIFICATIONS:
  • Extensive experience in a wide variety of logistical, managerial, and policy and programming positions of increasing scope and levels of responsibility throughout
    the United States Army. Promoted to Brigadier General in 1984 and served as a general officer for a total of 12 years.
  • Other key qualifications: As member/Chairman (1994 - 1996 & 2003 to present)
    of the Board of Directors for the Armed Forces Benefit Association (AFBA) and the
    5* Financial Services Company (1996 to present), I provide financial, policy, and program oversight to an insurance, banking, and financial management corporation with assets of over $330 million and more than $36 billion of insurance in force. I serve as a member of the AFBA Audit Committee.
  • As member (1996- 2001) of the Board of Directors of Primex Technologies Incorporated, I provide financial, policy and program oversight to a manufacturing corporation with more than $620 million in annual sales. Served as a member of
    the Audit Committee.
  • As member (since 2000) of the Advisory Board of AT&T Government Solutions Division, I provide financial, policy and program oversight to a technical services company that develops advanced information systems and provides engineering solutions for large and growing government and commercial market sectors.
  • As member (since 2000) of the Senior Defense Advisory Council of Stewart & Stevenson, I provide policy and program advice as well as do advocacy work with both the Departments of Army and Defense.
  • As member (2000 - 2001) of the Advisory Board of Extended Reach Logistics
    (e-RL), a division of Stewart & Stevenson, I provide financial, policy and program oversight to an IT company that provides logistics services to DOD customers via
    a web based portal.
  • As a member, (2003) of the Board of Directors of Techni Graphics Systems Inc., I provide policy and program advice as well as do advocacy work with agencies of
    the Federal Government.
  • As a member of the Army Science Board, a Secretary of the Army level
    appointment, I provided managerial and programmatic consultation to the national leadership on matters related to the development, acquisition and sustainment of
    new technologies and weapons systems and the management and "right sizing" of
    the logistics infrastructure of the Army and the Department of Defense.
  • As a Senior Fellow of the Association of the Army (AUSA) I provide managerial and programmatic consultation on all aspects of Logistics, Procurement, and Distribution.
  • As an A.Q. firm member, Supply Chain Management and procurement consultation
    to IBM Business Consulting Services, SAIC, Plexus Scientific, SRS Technologies, Curtiss Wright Flight Systems Inc. & The Greentree Group.
