EDUCATIONAL EXPERIENCE:
- Dr. Sudnick holds a BA in chemistry from the University of California, MS and PhD degrees in physics and physical chemistry from Pennsylvania State University. He completed senior executive programs in public policy at Harvard University, in national security at the National Defense University, and in finance at Rutgers University.
CLIENT EXPERIENCE:
- Dr. Daniel R. Sudnick until April 2004, was Senior Advisor for Communications at
the Coalition Provisional Authority, Baghdad, Iraq. As the senior Coalition official,
he directed the CPA’s reconstruction efforts and the U.S. Government’s investments in the telecommunications infrastructure. He was directly responsible for the operations of the Ministry of Communications and the country’s newly-formed
“FCC” entity, the Iraqi Communications and Media Commission.
- Sudnick’s major responsibilities included directing the post-war reconstruction of Iraq's landline telecommunications networks and overseeing $10.5 Billion in new capital investment in the telecommunications and Information Technologies (IT) sectors. He also serves as the interim regulator of telecommunications, oversees
the administration of the frequency spectrum for civilian and military purposes,
and directs the Iraqi postal system.
- Since Sudnick’s White House appointment in July 2003, his major accomplishments include having directed the selection and licensing of three independent,
commercial cellular wireless operators; having restored the entire landline
telephony network beyond its prewar levels of 1.1 million subscribers; and
having overseen the establishment of an independent regulatory agency for telecommunications and broadcast media. He has issued over 120 radio and television licenses. Where only one monopoly telephone company existed before
the war, six licensed operators now exist. Since January 2004, the cell phone operators collectively have added a total of 390,000 new subscribers at a rate
15,000 new subscribers per week.
- Sudnick’s team that remains in Iraq, continues to upgrade Iraq's transmission network for multi-carrier use, has begun the design and construction of
metropolitan broadband wireless networks, and is driving the link-up of Iraq’s nationwide fiber network with international submarine cable operators. In
partnership with the Coalition land forces and the Iraqi Ministry of Interior, Sudnick
is also driving the design and deployment of a comprehensive land mobile radio network for first responders. Iraq’s 235 post offices have been restored and now
ship over 1 million pieces of mail daily.
- Dr. Sudnick began his telecommunications career with Bell Laboratories and its parent companies, AT&T and Western Electric. Among his accomplishments, in
1984 he was chief engineer of the Singapore division of AT&T's Asian
manufacturing operations which supported the company’s entry into the cordless telephone market. He then launched AT&T's Manufacturing Systems business unit
in 1985 and served as COO until 1990. From 1992-94, he was deputy CIO of AT&T Network Systems. His teams merged the enterprise (ERP) systems of Philips Telecommunications NV with those of AT&T. His final Bell Labs assignments found
him leading corporate teams overseeing the spin-off Lucent and NCR as
independent entities. He also directed the Health Care Solutions consulting
business.
- From 1997-99, he was VP and COO of World Research [a syndicated advisory
service for finance executives]. From 1999-2002, he was Senior VP with Wizdom Technology Systems. And from 2002-2003, Dr. Sudnick was Senior Vice President with Cantabs, Inc., a trade and investment company.
- Dr. Sudnick has served his country continuously during his private sector career. From 1990-91, he was appointed to the Senior Executive Service within the
Executive Office of the President. He served the Office of the Secretary of Defense, where he directed the consolidation of multi-service acquisitions for Computer
Aided Design (CAD) and technical documentation systems. Dr. Sudnick also served
a second career as an engineering duty officer in the Naval Reserve. After holding five commands, he retired after 28 years in 1998 at the rank of Captain.
